For instance, monies for "Effective Teaching and Learning" has been increased by $36.7 million (from $413 to $450 million) and ALL of these funds will become open, competitive grant funds rather than being distributed to the 7 programs that received these monies in 2009 and 2010.<br /><br />You'll recall that during the last reauthorization of ESEA (i.e., NCLB), consolidation of funds was one of seven goals in Bush's proposal and similarly reflected the New Democrats' priorities.
