How rural lawmakers killed school choice legislation in Texas

Great piece on "school choice" politics in Texas—specifically, Senate Bill 3—which one commentator referred to as a "shoplifting bill." It steals from public schools in a context of limited funding for public education.  People forget that we're largely a rural state and the rurals—in addition to public school advocates like myself—not as they are but as they should be—simply do not have an appetite as a whole for such designs.
