Our Line in the Sand: A Texas Rebellion Against Sin Vergüenza Politics

Astonishingly, there was no proposed, new Congressional map to weigh in on, no way to officially register support or opposition—at yesterday's sham hearing on Congressional redistricting. But that didn’t stop community members from showing up in force—and on short notice. All of this was set in motion by a Trump administration letter from the Department of Justice, seeking to use our state to add new members to the U.S. Congress based on 2020 U.S. Census numbers that are wholly accounted for by the phenomenal growth of the Hispanic/Latino population in Texas—measured in terms of bodies and not citizenry. There is so much detail to this, but the overall impact of what Trump and Abbott are trying to do is to disenfranchise both Black and Brown communities. Again.

I was deeply honored to be on a panel with NAACP President Gary Bledsoe, LULAC State Director Gabriel Rosales, and LULAC Education Committee co-chair, Alicia Perez-Hodge, and myself. 

We all did a great job, but President Bledsoe was an incredible resource witness. I'll be posting his testimony soon, as well. However, you can scroll to the bottom to view the entire hearing for yourselves. Texans, as a whole, were very well spoken and profoundly concerned, if not anguished.

It was great having three members from Congress with us, namely, Congresswoman Sylvia Garcia, Congressman Gregory Casar, and Congressman Joaquin Castro, who spoke on just how wrongheaded this is for Trump meddling in Texas politics so that he can tip the vote in his favor in what he rightly sees as a serious forthcoming midterm election.

Without a doubt, yesterday was a powerful day for our community—a collective and resounding Texas-style rebuke of Governor Greg Abbott. Yet, whether the House Republican leadership is truly listening remains an open question—and frankly, not an encouraging one, given their track record.

As I’ve said before, cramming mid-decade redistricting, flood response, and a host of other contentious priorities into a 30-day special session is not just bad governance—it’s terrible optics (Abbott, 2025). Sin vergüenza, as we say in Spanish—a phrase far stronger than its English cognate, "shameless." And yes, we should all be that concerned.

This is a major story with deep national and international implications.

 I’ll continue to post updates as this special session unfolds. To wit, this evening at 6:30 at the Delco Center, there is going to be a major rally this PM featuring Beto O'Rourke, Jasmine Crockett, Gina Hinojosa, James Talarico, Gene Wu, and others to rally against this agenda to disenfranchise even further our Black and Brown communities.

In my testimony, I urged legislators to reject the path of unos sin vergüenzas and to instead choose self-respect. I venture to say that some of the legislators even blushed. Many people offered similar testimony. The state needs to prioritize the public good over political gamesmanship, and to center the welfare of the people they were elected to serve.

Gratitude to Texas Impact for posting my testimony. I post a link to the entire session hearing below, including a follow-up People's Hearing sponsored by House Democrats at the end of this post for those who unfortunately did not get a chance to voice their opinions. Altogether, this is a great record not just of how we in Texas, on very short notice, are protesting this further rigging of the process to consolidate Republican power at the expense of the U.S. Constitution, the Voting Rights Act, and democracy itself.

To our youth who may be feeling discouraged: Please stay involved. I know these are heavy times. We are standing at a crossroads—indeed, in a moment of deep crisis and collective sorrow in the wake of the devastating floods in Central Texas.

But I say this with love and clarity: democracy is not a finished product. It is always in motion, always under construction. And every generation must reimagine and work to strengthen it for themselves. That is where we are right now—with history pressing in, and the future asking something of us.

You matter. Your voice matters. And we need you more than ever.

Support Legendary Texas Civil Rights Attorney Gary Bledsoe—Candidate for Austin City Council, District 7

Friends:

If you live in Austin's District 7, do consider supporting legendary Texas Civil Rights Attorney Gary Bledsoe, Candidate for Austin City Council. I can't say enough about him. He has advocated tirelessly at the local and state level for civil rights. The best way I can introduce you to someone who deeply admire is to share with you these recordings that give you a great sense of who he is.

The video at the bottom doubles as a conversation on policy and politics today and how Gen Z is particularly implicated even if at times disconnected from the reality of the policy agenda that is targeting them. This is obviously less the case now that Texas anti-DEI Bill (SB 17) is past tense.

WHY IS THE TEXAS LEGISLATURE PUSHING TO REMOVE DEI AND CRT? by NAACP President & Civil Rights Attorney Gary Bledsoe

Friends,

I encourage all to view this short video featuring NAACP President GaryBledsoe from a talk he delivered at UT during the 2023 Texas legislative session. He explains why the Texas State Legislature planned to remove Diversity Equity and Inclusion (DEI) offices and initiatives from higher education and how this aligns with the earlier legislation against Critical Race Theory (CRT) in Texas K-12 classrooms. Put simply, legislators are responding to the fact that Texas is 59 percent minority and 41 percent white and they shudder at the thought that their own children—together, of course, with children of color—might actually learn the truths of history and inequality in our country.

Their "solution" is to make sure as much as possible that every student that comes through our K-12 schools and our state's higher education institutions emerges from them as politically conservative.

I don't see that happening whatever they do, even if a number falls prey. Our state has always been conservative and has always met resistance. That is not going to go away no matter what.

Plus, our youth are so smart and have access to greater knowledge and information than has ever been available in the history of our country.  Admittedly, it can be hit and miss, but the fact that our Gen Z youth trend progressive is what's lighting up conservatives. This isn't random, by the way. We birthed this generation and taught them well.

Great job, Gary! What a treat to listen to this today.

This Black Brown Dialogues on Policy (BBDP) Teach In took place with UT Austin Policy Analysis masters' and Ph.D. students sharing opinions on the 88th (2023) Texas Legislative Session, addressing Texas politics, history, electoral power, political strategy, and Diversity Equity and Inclusion (DEI) bills that are currently at play in the Texas State Legislature.

Besides moderating, my specific contribution is to suggest how the role of Gen Z youth in the current moment might could get amplified.

To all Scholars, Students, Friends, and Colleagues:

URGENT MATTER. Anti-DEI bills SB 17 & SB 18 are getting heard tomorrow, Monday, May 8, 2023, in the Texas State Legislature—and refer to eliminating DEI offices and tenure, respectively. If you cannot make it to the capitol tomorrow, you can still provide commentary at this link: https://comments.house.texas.gov/home?c=c290

It is not at all hyperbole to say that our state's DEI programs are under threat, and we need everybody's voice. These programs promote diversity, equity, and inclusion in our schools and communities, and they are essential for creating a more just and equal society, on the one hand, a global competitiveness, on the other. However some lawmakers want to destroy these programs, putting so much of our civil rights progress at risk.

We can't let that happen. Join us in signing this petition to show your support for DEI programs in Texas. You can access it here directly or at the conclusion of our under 2-minute video.

Such an honor to get recognized this past weekend by Texas NAACP President Gary Bledsoe at the State Convention

I'm still savoring the beautiful, heartfelt recognition I received this past weekend at the Texas NAACP Convention from Texas NAACP President Gary Bledsoe. Gary and I and my students and his staff worked together for years on important issues in the Texas State Legislature. I look forward to rekindling this work as we proceed forward in anticipation of the 88th (2023) session of the Texas State Legislature. A big shout-out to Yannis Banks with whom my students and I worked closely for many legislative sessions.

Here is the actual message on the award:
"For setting a tremendous example as a teacher and scholar, growing tremendous future Latino and African-American Leaders in education and being an asset to Brown and Black communities in many areas of important advocacy in education.”

A big thanks to Gary Bledsoe and Alberta Phillips-Bledsoe for their generosity and hospitality at the state convention this weekend. I am deeply touched.

The BIG message at this convention is that we all need to get out and vote, lest extremists revive Jim Crow in its many manifestations. Encouraging words expressed, as well, regarding the historic and vital partnership between LULAC and the NAACP. 

More to come, my friends, on the importance of Black Brown Dialogues on Policy (BBDP), a project that Gary, myself, and others are currently working on as co-founders. A special shout out to BBDP co-founder, Colette Phillips, as well, for joining us on Saturday and for supporting this important work. She is on the site committee for what will be a fully in-person NAACP National Convention that takes place in Boston in 2023.
