A Texas-sized workaround
Very interesting analysis of Congress circumventing Gov. Rick Perry's use of stimulus funding that didn't go to K12 education. TX, as you recall, cut the state's contribution to education funding and used the stimulus dollars (I.e., $3 billion) to make up the different.
